Thị Trường Vận Tải Biển: 90% "Miếng Bánh" Đang Nằm Trong Tay DN Nước Ngoài

 



Các hãng tàu lớn của nước ngoài hiện nay thâu tóm đến 90% thị trường vận tải biển Việt Nam, số còn lại là các hãng tàu Việt Nam.


Tại Hội nghị “Nâng cao năng lực cạnh tranh thông qua kết nối doanh nghiệp xuất nhập khẩu và Hiệp hội Chủ hàng Việt Nam”, ông Trần Đức Minh - Chủ tịch Hiệp hội Chủ hàng Việt Nam cho biết, ở Việt Nam hiện nay vận tải đường biển đang chịu nhiều bất hợp lý, trong đó bất cập đầu tiên là cước phí.
Các hãng tàu lớn của nước ngoài hiện nay thâu tóm đến 90% thị trường vận tải biển Việt Nam, số còn lại là các hãng tàu Việt Nam. Hiện nay, 1/3 giá cước đi Châu Âu đều tăng khiến cho các doanh nghiệp Việt Nam gặp khó.
Cũng theo ông Trần Đức Minh, trong khi giá xăng dầu thế giới liên tục giảm sâu thì giá cước vận tải biển vẫn không giảm, ngoài cước phí thì các khoản phụ phí như phí chờ kho đợi chủ hàng đến nhận, phí container, phí bốc xếp hàng hóa, phí tránh bão cho thủy thủ đoàn... liên tục tăng.
"Một doanh nghiệp xuất khẩu cá tra ở Cần Thơ cho biết cước hàng vận chuyển thủy sản bằng tàu biển tăng 30%, doanh nghiệp xuất khẩu tăng 200 container/tháng khiến giá cước tăng thêm 4 tỷ đồng/tháng, ngoài ra còn rất nhiều phụ phí. Tính như vậy một con cá tra bị tăng thêm 700-1.000 đồng/tiền cước và sang đến Mỹ sẽ tăng giá” - ông Minh dẫn chứng.
Hiện nay, tại Việt Nam có khoảng 30 doanh nghiệp tàu biển nước ngoài hoạt động. Tình trạng các công ty tàu biển nước ngoài khống chế thị trường vận tải biển đã diễn ra trong thời gian dài, trong khi đó tiếng nói của doanh nghiệp Việt Nam là không đủ.
“Việt Nam không kiểm soát được cước phí, phụ phí nên doanh nghiệp Việt Nam ở thế bị động. Chúng ta không cạnh tranh được với công ty nước ngoài. Đó là thực tế khiến nhiều doanh nghiệp phải trăn trở” – ông Minh nêu quan điểm.
Trong khi đó, bà Đặng Phương Dung - Đại diện Hiệp hội Dệt may Việt Nam cho biết, đa số các chủ hàng Việt Nam là những doanh nghiệp nhỏ và vừa.
Theo bà Dung, Việt Nam đạt kim ngạch xuất khẩu 162 tỷ đô năm 2015 nhưng trong đó 70% là doanh nghiệp FDI và chỉ có 30% là DN Việt Nam.
Doanh nghiệp Việt Nam đang phải vật lộn với hàng loạt vấn đề làm thế nào để đủ sức cạnh tranh trong hội nhập. Doanh nghiệp sản xuất đang tìm thị trường tiêu thụ, tăng quản lý giảm giá thành, tăng chất lượng, vấn đề cước vận tải, giao nhận.
“Lâu nay các chủ doanh nghiệp chưa thực sự chú ý đến cước vận tải chỉ khi vấn đề cước phí, phụ phí tăng lên chóng mặt, bất hợp lý chồng chéo các doanh nghiệp ngỡ ngàng mới có tiếng kêu phản ánh” – bà Dung chia sẻ.
Theo các doanh nghiệp, trong câu chuyện đấu tranh về phí cần tăng vai trò và tiếng nói chủ hàng, hội nhập sâu, chậm một ngày là doanh nghiệp thiệt thòi lớn. Nhưng đồng thời phải theo luật thị trường, cuộc chơi của thị trường, bên vận chuyển là các hãng tàu, doanh nghiệp logistic và bên chủ hàng cùng làm việc.
Chính vì vậy, bà Dung nhấn mạnh, các DN cần có sự nhận thức đúng đắn hơn, cần biết các loại phụ phí, cước phí nằm ở những khâu nào; cần nhận thức rõ đây không chỉ là công việc từ phía Chính phủ mà là vấn đề mà các DN cần giải quyết.
“DN cần liên kết chặt chẽ hơn, cần có người đại diện cho tiếng nói của DN mới có thể giải quyết vấn đề một cách cơ bản. Để làm được điều đó thì Hiệp hội cần có sự cải thiện, phải chuyển tải được vấn đề của DN và các DN cũng cần tự nâng cao nhận thức của mình” – bà Dung nhấn mạnh.

Budget carrier Vietjet sells over 24% stake to 26 foreign investors

Vietjet is selling more than 24 per cent stake to 26 foreign investors after, the budget airline increased its charter capital from VND2 trillion to VND3 trillion, according to a report in the local investment ministry’s publication Bao Dau tu. Of the 73 million shares the budget airline is offloading, nearly 6.6 million or over 2.6 per cent of its charter capital, were transferred to three investment funds, Wareham Group Limited, Dragon Capital and DC Developing Markets Strategies. This transaction was reportedly closed in late December 2016. The undisclosed transaction – of this 2.6% stake - was said to be valued up to VND788 billion ($34.7 million), the publication added. Meanwhile, the low-cost carrier has also got the approval from the transportation ministry to sell another 22.17 per cent stake to 23 foreign investors, the Bao Dau tu cited its source. An email inquiry sent to Vietjet has not elicited a response at the time of publishing this article. Vietjet has been raising its charter capital over the past six months. The company is exploring a domestic IPO and earlier said its listing process had attracted interest from 30 potential buyers.
Accordingly, the private carrier, which is known by its bikini promotion campaign, had last month raised funds by offering a 15 per cent stake. It added that 30 international institutions had subscribed to the shares, including Singapore’s GIC, Morgan Stanley, Mirae Asset, Dragon Capital and VinaCapital. The shares were oversubscribed by 1.8 times and worth $265 million in bidding while the transaction price was not disclosed. But sources said, investors purchased the shares at VND86,500 apiece, which translates into a $1.2 billion valuation for Vietjet. Meanwhile, Reuters had earlier reported the unit price at VND84,400 helping Vietjet raise some $170 million. Vietjet’s IPO is slated for the fourth week of next month, which will see the shares traded at the beginning price of VND88,800, according to sources in VietDragon Securities Co. Initially planned as an overseas listing, the IPO will be hosted on the Ho Chi Minh City Stock Exchange, home to 400 listed stocks, in February 2017.

Export turnover of fruits and vegetables has exceeded that of rice for the first time, Agriculture and Rural Development Minister Nguyen Xuan Cuong tells Vietnam News in a year-end talk on agricultural restructuring.
Can you list some of the important results after three years of implementating the agriculture restructuring programme?
Several initial important accomplishments can be mentioned.
First, production has neared world standards, for instance, in pig and poultry breeding, and in brackish water shrimp and tra fish.
For the first time, our vegetable and fruit export turnover reached $2.5 billion, higher than that of rice.
Many localities implementing agriculture restructuring have been able to demonstrate the benefits of focusing on their strengths like Dong Thap Province in the Mekong Delta, Lam Dong Province in the Central Highlands region and Ha Giang Province in the northern mountainous region. The restructuring process has benefited farmers in these provinces.
However we have to affirm that agriculture restructuring is a long-term process. We cannot do it in a few years.
Small-scale agriculture production with low productivity is still common in the country.
Market risks as well as the risk of natural disasters are huge. To address these risks as well as some fundamental shortcomings, we have to focus on measures to accelerate and expand large-scale production, while reducing small-scale production. Once we do this, agriculture restructuring would have been successful.
Some people say that agriculture restructuring should not focus just on food security, that farmers need to make a profit, too. What do you think?
They are absolutely right. The final goal of production is efficiency to improve life quality for producers, including farmers and people directly involved in production. Therefore we must select products in accordance with market demand.
The world population is seven billion, half of whom consume rice. Global rice supply is about 35 million tonnes, with a total value of approximately $12 billion. Many countries like Thailand, Cambodia, China and India have more advantages for rice production than Vietnam.
The Party, National Assembly and Government have directed localities and farmers to use rice fields for other purposes so as to achieve greater efficiency and proper use of natural resources. The target is to have about 700,000 hectares of rice fields used for other purposes by 2025.
In the context of the country's integration and increasingly competitive markets, what has the Ministry done, policy-wise, to help farmers and enterprises speed up changes in land use?
I have to affirm that our open market policy is very good and active, particularly since 2007, when we joined the World Trade Organisation. We have been proactive in our integration and have signed ten free trade agreements. We negotiated other free trade agreements at the highest level, like the Trans-Pacific Partnership.
2016 has been a very challenging year for the agriculture sector. Natural disasters have occurred throughout the year.
However, so far, total farm produce export turnover has reached US$31 billion, compared to $30.14 billion last year.
However, we must try harder. We must design solutions in accordance with integration for imported products to ensure legal competitiveness in the domestic market, then boost domestic production.
We also have yet to bring into full play the potential of dairy products, vegetables and fruits.
Following directions of the Government, the Ministry of Agriculture and Rural Development has worked closely with the Industry and Trade Ministry, localities and sectors to foster expansion of markets for local farm produce.
We've worked with Australia and this country has agreed to import shrimps. When the Australian market opens, it will create a good foundation for Vietnamese farm produce to be exported to many "hard" markets in the world.
The Ministry is also working with the Tra Fish Association to continue the legal fight against markets that continuously place objections, like the US, a big importer of our seafood products.
As 2016 comes to a close, what message do you have for farmers and enterprises?
We can see 2016 as a very difficult year for agriculture, and therefore, for our farmers. They have had to suffer a historic cold wave in 14 northern provinces, causing huge production losses. During the first months of the year, the entire Mekong Delta, central, southern and Central Highlands regions faced the worst drought and saline intrusion. In the last few months, three storms, one after another, hit the central region, triggering repeated flooding.
In this situation, a new, constructive government established this year has gained the trust of farmers and enterprises. This is demonstrated by the establishment of new enterprises in the sector. Farmers and firms are both committed to building new rural areas and restructuring the sector.
Going into 2017 with more favourable weather conditions expected, along with our considerable efforts, we expect it will be a victorious year for the agriculture sector in general and farmers in particular.
